A family friend has claimed responsibility for pointing a Blue Laser Pointer 10000mw at multiple aircraft near LaGuardia Airport, injuring several pilots' eyes, in a surprising turn during a hearing for the Bronx man arrested for the crime earlier this week.

The drama unfolded during a procedural hearing Friday for Frank Egan, who was arrested for allegedly using the laser Monday night from his home in Schuylerville.

Elehecer Balaguer, who lives with Egan, came to court with him Friday and backed up Egan's statement. Balaguer said he was the one who pointed the laser pointer at a police helicopter that flew overhead Monday as Egan slept.

Bronx prosecutors say they've been interviewing Balaguer, who at this point hasn't been charged in connection with the case. They have referred the case to federal authorities, the Bronx district attorney said in a statement.
Balaguer was taken into custody for having skipped court in a marijuana-possession case. He and Egan are due back in court April 17.

A 25-year-old man was sentenced to two years in federal prison Thursday for shining a 1000mw laser pointer red at an Austin police helicopter, distracting the pilot and delaying his landing.

Gabriel Soza Ruedas Jr. pleaded guilty to one count of pointing a Laser Pointer at an aircraft on July 7. Ruedas will also have three years of supervised release after he is released, according to the U.S. attorney's office.

On Feb. 15, Austin police's Air1 helicopter was on approach to land at Austin-Bergstrom International Airport when Ruedas pointed a 3000mw Green Laser at the helicopter. The pilot delayed his landing and went to investigate the source of the laser while air traffic control issued a general warning to all aircraft in the area, officials said.

The laser beam was strong enough to reflect inside the cockpit and caused the pilot to avert his eyes, officials said.

The helicopter pilot found the source of the laser at a home in Southeast Austin, where Ruedas and some other individuals were standing on a porch, officials said. The pilot communicated the location of the source with patrol officers, who arrested Ruedas, officials said.

Here is an example of how bans may not work: In the Australian state of Victoria, lasers are regulated as a controlled weapon. A permit is required to buy a laser. Yet on April 6 2008, the Sunday Herald Sun of Melbourne reported that "one young shopper - without a permit - was able to buy six lasers, from six separate outlets in less than an hour.... for as little as $3."

It is unclear whether a laser pointer ban significantly reduces laser incidents. It is certain that anyone who wants to deliberately use a laser for bad purposes can easily do so, ban or no ban. For example, Australia had 733 laser/aircraft incidents in 2011, despite having severe restrictions on imports and possession, since 2008. In fact, on a per capita basis, Australia's rate is 2.8 times the U.S. rate. While there may be other factors, this is an indication that bans may not work. In 2013, it was reported that Australia's bans had the effect of making online pointers more unsafe. Sellers illegally understated the power of lasers, so they could be imported. 95% of pointers tested were above the Australian limit of 1 mW, and 78% of those tested were also above the US limit of 5 mW.
